50 años de aplicación de la Convención sobre la Protección del Patrimonio Mundial: logros, lagunas, presiones y desafíos entre el espíritu universal y la praxis nacional

Abstract

The celebration of the fiftieth anniversary of the Convention concerning the Protection of the World Cultural and Natural Heritage presents both light and shadow. It is the most influential international treaty in the protection of heritage and its types of properties worldwide and a very complex monitoring system. However, not all of its effects are positive when viewed with sufficient distance. Various interests and pressures hinder the proper implementation of the Convention and the inability to contain them even leads to negative impacts and a continuous questioning of the system created around World Heritage sites. This article reflects on the achievements and gaps of the Convention, identifying the secular and emerging ones, as well as the main challenges it faces in its complex future.  In some ways they all relate to a difficult issue, the tension and divergence between the universal spirit of World Heritage protection and the national and corporate interests surrounding it.   

La celebración del cincuenta aniversario de la Convención sobre la Protección del Patrimonio Mundial Cultural y Natural presenta luces y sombras. Es el tratado internacional más influyente en la protección del patrimonio y sus tipos de bienes en todo el mundo y un sistema de monitoreo muy complejo. Sin embargo no todos sus efectos son positivos cuando se miran con la suficiente distancia. Diversos intereses y presiones dificultan la correcta implementación de la Convención y la incapacidad para frenarlos acarrea incluso efectos negativos y un cuestionamiento continuo del sistema creado en torno a los bienes Patrimonio Mundial. Este artículo reflexiona sobre los logros y lagunas de la Convención, identificando los seculares y emergentes, así como los principales retos a los que se enfrenta en su complejo futuro.
